Ministère du Conseil exécutif

History

The Ministère du Conseil exécutif is among the most important central structures created immediately following the establishment of the Province of Québec in 1867 and the Department witnessed very few changes for close to a century. It was only with the creation of the Secrétariat général in 1968 that the Ministère du Conseil exécutif evolved markedly.

The Secrétariat général traces its origins back to the Office of the Clerk of the Conseil exécutif. Following its creation in 1887, the Office of the Clerk was responsible for the material preparation of Cabinet meetings, as well as for drafting the minutes of the deliberations and the orders in council passed. It was also in charge of the recording and conservation of these documents.

From 1960 to 1970, Québec’s public administration went through a period of major reorganization, leading to the creation of several departments: Natural Resources (1961), Cultural Affairs (1961), Education (1964), Intergovernmental Affairs (1967), Financial Institutions (1967), Immigration (1968), Communications (1969), Public Service (1969), and Social Affairs (1970). As Québec’s administrative apparatus had grown significantly, the Office of the Clerk was no longer able to accomplish the various tasks on its own.

In November 1968, the Secrétariat général of the Conseil exécutif was created, giving the Ministère du Conseil exécutif the structure that it has today. From that point on, the Secretariat was mandated to prepare Cabinet meetings, to coordinate the activities of all government advisors and several interministerial committees. Moreover, the Ministère du Conseil exécutif, which brought together all of the employees in charge of ensuring the smooth operation of the Cabinet, came under the responsibility of the Secretary General of the Conseil exécutif, the Department’s Deputy Minister.
